Who Can Post a Tender?
Tenders on BilaFundi can only be posted by business or government organisations. Individual user accounts cannot post tenders directly. You must first register your company or government entity as an organisation — see our guide: How to Register a Business or Government Organisation.
Once your organisation exists and you are an owner or admin of it, the Post a Tender option appears in your sidebar under Organisation.
Creating a Tender
Navigate to /tenders/create. The creation wizard has five steps:
Step 1 — Classification
- Tender type: Open (any provider can apply), Restricted, Negotiated, Framework, or Single Source.
- Procurement method: how you will evaluate bids.
- Category: the construction category this tender falls under.
- Country: where the work will be carried out.
Step 2 — Details
- Title — clear and specific, e.g. "Supply and Installation of Roofing Materials — Mombasa Warehouse Project."
- Scope of Work — describe exactly what the winning provider must deliver. Include site location, materials specifications, quality standards, and any exclusions.
- Required Qualifications — NCA registration grade, professional memberships, minimum years of experience, insurance requirements.
Step 3 — Requirements
Upload or list the documents providers must submit with their application: company registration, tax compliance, previous project references, insurance certificates.
Step 4 — Evaluation Criteria
Set scoring weights for technical score, financial score, and compliance. This gives providers visibility into how they will be assessed and ensures a fair, documented evaluation process.
Step 5 — Timeline and Budget
- Budget range: minimum and maximum. Showing a budget range attracts more relevant applications.
- Application deadline: the date after which no new applications are accepted.
- Project start date and expected completion date.
Publishing Your Tender
Once all steps are complete, click Publish Tender. The tender is immediately visible to all providers on the platform. Government tenders receive a priority badge and elevated visibility in search results.
Managing Applications
Once applications arrive, manage them at /tenders/{slug}/manage. You can shortlist, score, reject, or award applications from this page. A full audit log records every action.
